Heat oil in a large skillet over medium heat.
Add onions and sauté until translucent.
Stir in garlic and ginger paste and fry for another minute.
Add the minced mutton to the skillet and cook until it is browned.
Mix in chopped tomatoes, green chilies, and all the spices (turmeric, red chili powder, coriander powder, garam masala, cumin seeds).
Cook for about 10 minutes, stirring occasionally, until tomatoes are soft.
Pour in water, bring to a boil, then reduce heat to simmer.
Cover and let simmer for 20-25 minutes till the mutton is cooked and the water mostly absorbed.
Adjust seasoning, add chopped cilantro and mint, and stir well.
Serve hot with rice or flatbreads like naan or roti.
